Background and focus

Environment and Climate Change Canada (ECCC) is seeking comments on proposed amendments to the Wild Animal and Plant Trade Regulations to restrict the import and export of elephant tusk (also commonly referred to as elephant ivory) and rhinoceros horn.

The objective of the proposed regulatory amendment is to reduce the import and export of raw elephant ivory and raw rhinoceros horn by only allowing the import/export permits for museum specimens, scientific research, zoo, or enforcement activities. The proposed amendments would also remove the personal and household effects exemption and require import and export permits for all worked (carved or shaped) elephant tusk and worked rhinoceros horn. Ensuring all worked elephant ivory and worked rhinoceros horn imported and exported to Canada is subject to permit requirements will result in all elephant ivory or rhinoceros horn being monitored and provide for a more complete picture of Canada’s participation in this trade.

Your ideas and input are sought on the regulatory proposal to restrict the import and export or elephant tusk (also commonly referred to an elephant ivory) and rhinoceros horn.

The input gathered through this process will be carefully considered. The final regulatory amendments are anticipated to be published in the Canada Gazette, Part II in fall 2023.
